Following this learn document, it works fine for files that return low rowcounts, but larger files will time out.

I can open the paginated report in the PBI service and export file to CSV just fine.
When I run it via Power Automate though, it will fail.
Is there any simple workaround for fix for this?
For business reasons this has to be done with Power Automate (I know I wish I could just access the direct source of the data that the PBI model is pulling from, but that isn't an option, has to be with Power Automate).

I can see your flow had run for 1 hour (60 mins) because of that the user token might have got expired as stated in this documentation Considerations & Limitations and please note that "Export API for PPU, paginated reports is limited to one call every 5minutes, per user" [Reference].
As a workaround please trying querying the underlying semantic model and store the result as a csv file to a sharepoint location like below

It might be worth spending some time to optimize and declutter the paginated report so that the rendering can complete faster.
