Helper IPower Automate Emailed Power BI Report Error

This issue is most likely cause by the user not having the required permissions for the dataset and the report, as you have mentioned you are using the same credentials for Service and it is working there, I can only suggest to re check the credentials in power automate and then

As far as I know, this could be related to the row level security. Another option might be to use the export report API in order to pass through different user credentials in order to satisfy the row level security requirement.
