Experiencing the same issue and the text in blue is the workaround provided to us by MS Support.

 

Known Issue: Power BI customers across regions may experience delays of 10 to 15 seconds when loading PowerApps Visuals embedded within Power BI reports in web browsers. 

 

Workaround: As a workaround user can resize the browser window to a smaller size to ensure the PowerApps visual embedded in Power BI reports loads correctly. Also, users can use the Firefox browser to load the PowerApps visual embedded in Power BI reports.

    Long story short: the issue was on the Power Apps visual side, but it's been already resolved. If you can't see the change yet, it'll probably be rolled out soon.
