I want to pass two parameters (StartDate and EndDate) from a slicer in Power BI Service to a SQL stored procedure, then send the results of the query back to my Power BI dashboard using a dynamic query. Is this possible? If so, how can I do this?

Nope, it is possible use query parameter to pass parameters to sql stored procedure, but you can't extract value from filter and slicer as query parameter.
BTW, stored procedure not support in directquery mode.
