Pop up request access shown when open App Power BI

Sometimes the pop-up "We're sending your request for access" shown when open the App page

I already give the user access to the App,

anyone know why this happen?

    Have you by accident shared the link for the workspace?

    Have the users accessed the app before?

    It's App, not workspace and not shared by accident

    It's not always show, just sometime show and I don't know the root cause

    Do you have any clue?
