Phantom blank row in Analyze in Excel
I have a field with a 'phantom' blank row that is a result of a relationship between two tables. I know how to hide the blank row in a desktop visual, but I am unable to hide it in Analyze in Excel. ...

The reason for the blank row is because your dimension table is missing a row or multiple rows that are in your fact table.
Once you add the corresponding rows into your Dimension table to match your fact table, this blank row will dissapear.
This is a by design feature in Power BI.

I do not know of any way to exclude them in Excel.
I would suggest making sure that the dimension table has got all the related data. That will then ensure that there are no blank rows.

In my setup, the Dimension table (Table B from original post) has all the rows. The fact table (Table A) has rows excluded on purpose. Table A is what we want to expose in Analyze in Excel without blanks.

Ahh thanks for the clarification.
I would recommend using the Star Schema approach and exposing the related dimensions as part of the analyze in Excel, this will allow for the measures to perform faster. As well as to fix your blank rows issues.
