I recently took over governance of our Power BI service and I am trying to determine the owner of a personal workspace that was given premium capacity. Since this is a perosnal space the details I get are limited to the reports it contains, and I have no way to make myself an admin or even a viewer of someone's personal workspace.

If you are the premium capacity admin, navigate to the Power BI Admin portal, then Capacity settings
Select the capacity, then scroll down to Workspaces assigned to this capacity
When you find the workspace in question, you can select View admins, hopefully this will show you what you need
