Permissions to publish Workflow.
Hi. What do you mean with workflow? because there is no component with that name at Power Bi.
Saying gateway makes me think about DataFlow or Dataset. In both scenarios you can configure a gateway without Admin permission. The users can just be a admin/member/contributor in the workspace and that would be enough to configure. You can check workspace roles features in here:

The tenant admin won't be required to do anything in a regular development. The role is usually used to turn on or off some features or request rest api.

Sorry, I mean Dataflow. I've looked at the permissions, and the Developer is contributor on the workspace and has access to the Data Source on the Gateway, which I thought would be sufficient. The only way we can get this to work though is if the DataFlow is created by a Tenant Admin, any lower perms and it can't see the gateway.
There must be something missing as I can't believe you need to be Tenant Admin to create, publish and link a DataFlow to a Gateway.
