How do I set permissions on a report in the workspace to be read only?

If you are trying to do read-only on a separate report, you can assign only read-only permissions to this user when sharing it
Share Power BI reports and dashboards with coworkers and others - Power BI | Microsoft Learn
If you want to have read-only access to the reports of the entire workspace, you can set the role of this user in the workspace to Viewer.

If you want to set up Viewer for a number of users in your workspace at once, you can create a group, add those users to the group, and then give Viewer permissions to the group
