As mentioned in PowerBi documents ,Power BI doesn't support email addresses provided by consumer email services or telecommunications providers.
Have you considered that the unavailability of the function may be due to some other restrictions(such as: using RLS , some R visual, etc.) .Please refer to the limitations of " publish to web "in this article first.

Just sign-up for a free Power BI account and you will have permission to publish to the web. You just have to tie your login to some different email address than your university address. Like maybe an outlook.com address. Also free.
I tried it, but if I want to register with another account. Display this message " You entered a personal email address: Please enter your work email address so we can securely store your company's data."

I would go sign-up for something like an email only account: $4/month

Or, if you have a different email address that is not consumer related you should be able to use that and have it provision a shadow O365 tenant.
where I change my account as administrator , I used another account , but this is type member too
