we are trying to implement row level access to the power dashboards but we are not able to find permissions option in power bi.
There are no permissions for RLS - Row-level security. It is setup in the model of you Power BI Desktop.
Once in The 'Manage roles', you use DAX for limiting the data a person(role) can see.
Then, clicking on Roles allows you to create different roles for each set of users.
The key is to have a table in the model that has a list of email addresses or accounts to also use as DAX filters.
We have attempted this, however the use of this technique I'm able to see best my statistics, now no longer capable of the statistics of employees reporting to me.

Currently we have following set up
Associate Name,Associate Role,Associate Department,Reporting Manager,Skillname1,Skillname2,Skillname3,Skillname3........Skillname50
What we are trying to acchive is.
Emp can see their data only, Report managers can see theeir reportees data and, Manager's are restricted to see their reportees data only, Similarly Manager of reporting manager can see his/her reportees and their reportees data.

As @aj1973 said, if you want to set the RLS for the Dashboard on the Service, you need to set the dataset>settings>security in the service.

In Power BI, row-level security (RLS) is set at the report level. When you set up RLS for a report in Power BI Desktop and publish it to the Power BI service, any visual objects that are anchored to the dashboard from that report inherit those RLS settings. So all you need to do is set up the RLS in the report, and the visual objects that are anchored to the dashboard will automatically apply these security rules
So you need to set up the RLS normally on Power BI Desktop and service normally, assign the role users, and then you can correctly apply the RLS to the corresponding dashboard tiles.
