Performance Analyzer on Power BI Service

Hi. You are right. Docs are showing there should be an option but it's not there. This could be because it might be a recent launch of a preview feature and it take some time to be there for all regions. Sometimes the preview features are only available at some regions and not others.
You can rise a ticket to support or post an issue at community if you want to inform microsoft and make sure it's not an issue.

Until that feature becomes available you can still use DAX Studio to connect to the service semantic model, and then run the DAX query that is tied to the visual giving you problems.
