Passing dynamic parameters in URL.

Hi everyone, 

When share a URL(public web) like this

https://app.powerbi.com/view?r=dmYTE5Mjk1MjhhIiwidCI6IjgyNjRjOTQ4LTIwZGYtLWRlOTI2NWI3NDgyNSIMiOjR9&pageName=ReportSection&filter=pc_x0020_ductos/gerencia%20eq%20%27Gerencia_2%27

I can't pass a dinamic parameters. In my example the parameters are "pc ductos/gerencia eq 'Gerencia_2'" but not works.

But when share a URL (site/portal) like this:

https://app.powerbi.com/reportEmbed?reportId=7682b-114ab59&autoAuth=true&ctid=8264c20df-47f0-977f-de9265b74825&config=eyJjbHVzdGVyVXJsIjoiaHR0cHM6Ly93YWJpLXNvdXRoLWNlbnRyYWwtdXMtcmVkaXJlY3QuYW5hbHlzaXMud2luZG93cy5uZXQvIn0%3D&filter=pc_x0020_ductos/gerencia%20eq%20%27Gerencia_2%27

I can pass a dynamic parameters and its works.

Someone can explain why? I need share public web URL with parameters to garanted access to users without license of power bi.
