Community ChampionParameters can not be changed dynamically, intead used can update it based on there need https://learn.microsoft.com/en-us/power-bi/connect-data/service-parameters
If you want user to see different City data based on there need, would suggest to ingest data for all city and implement a slicer for city to filter based on need
