Hello,
I am having an issue with a dataset not carrying over the parameter from PowerBI Desktop to the Service.
My steps:
Added Datasources as DirectQuery
Added necessary tables
Added parameter as Text, AnyValue, and valid current value
Added filter to all tables with new parameter.
Added visuals
Published
Went to dataset settings
Excepted: my created parameter,
Reality: nothing.
Any suggestions?

For your scenario, I cannot have a test with Gov Clod.
I suggest you could create a ticket in Power BI Support to get more professional help.

I have made a test with creating a parameter in Power BI Desktop then publish this report in Power BI Service, everything works as expected.
I could see the setting of parameter under Dataset in Power BI Service.
Have you filtered the rows with the parameter in Power BI Desktop.
By my test, if you don't filter the rows by the parameter, it will show "the parameter is not defined" in Power BI Service.
If it is convenient, could you share the screenshots about your parameter setting in Power BI Service?

This is my result after I applied a filter to all of my tables and republishsed my form.
As an added detail, I am on the Gov Cloud so it might be an unsupported feature on there similar to sharepoint publishing.
