Power BI considers a dataset/semantic model “inactive” if it hasn’t been interactively refreshed or queried, even if it has an active paginated report subscription sending emails. Subscriptions do not count as activity for preventing the automatic refresh pause.

That’s why your refresh still gets turned off after the inactivity window (90 days), even though emails keep going out.

There’s no setting to exclude paginated-report subscriptions from this rule. The practical workarounds are:

    • Schedule a dummy refresh (even monthly) to keep the model “active”

    • Use Power Automate or an external job to trigger a refresh periodically

    • Monitor refresh status centrally so it doesn’t go unnoticed

Many people have raised this as a feature request, but for now, subscriptions alone won’t keep refresh alive.
