Paginated reports email subscription

I need to deliver reports to the external users to their whatever emails they might have. If that is possible how would I provide a personalized report to every user? Do I need to have a list of users somewhere? Also I need to send reports to many users at once. Do I need to do automation?

So, data driven subscriptions are not possible for external users?

Can Power Automate do it?

In the article it says:

• To subscribe external users, your report or dashboard must be hosted in a Premium capacity workspace or app. Premium Per User workspaces do not qualify as Premium capacity workspaces.

PPU cannot be used?

Yes  you can use Power Automate to do this.

Yes as per Power BI Subscription the worksapce has to be Premium. PPU will not be applicable as with PPU all the users should also be having PPU.

First sharing with external users need to be enabled in Power BI Tanent

Personalised report will not be possible as RLS will not be applicable
