Paginated reports Embedded solution and licensing

Our software has a SSRS reports solution in it. Originally the reports were developed using a standard SSRS architecture that includes the SSRS Server. Unfortunately, there was too much complexity for the customers installing  and configuring it properly. The solution then was redesigned to use ReportViewer without the SSRS Server. The biggest problem today is a long time exporting reports into PDF or Word. Not having a server makes everything working on the client. My question is if I go with PowerBI paginated reports embedded solution how exactly the licensing is going to work? Let's say a customer has many users, maybe 20 or more. Does every user need a PPU license? How are they going to obtain the license? Please share your thoughts.

In my opinion, PPU is a per user license. If the feature or content requires PPU license, users will need a PPU license.

You can get a trial version of Premium Per User (PPU) through Microsoft 365, as long as your organization has not restricted PPU licenses. Your organization could by the license through this page: https://powerbi.microsoft.com/en-us/pricing/  Then administrators can manage PPU licenses, users, and settings in the Power BI Admin portal.
