I have some folks external to our organization, that I want to receive a Paginated Report Subscription with an attached xlsx file. They woudn't be interacting with our Power BI in any way, other than receiving that attachment.
Normally, for an external user to access anything in Power BI, they need to be setup as a guest user in Azure Active Directory. I've done this, and we have Power BI Premium, so it works fine.
I wonder in this situation, where all we need is for them to get that attachment - is there any way to do that, without making them setup as guest users in Azure Active Directory?
I'm thinking "No, not without getting something else involved - Power Automate being the most obvious solution", but wanted to make sure there wasn't a way completley within the Power BI service to achieve this.

According to the official article description,to subscribe external users who are not members of your organization, the external user must first onboard using B2B (Business to business).
