Paginated Report in PBI Service - is drill thru possible without Report Builder

Can I drill thru without report builder?

Details:

I would like to drill thru to the paginated report I created on the PBI service.

Our organization has NOT approved the use of Report Builder, so I cannot use this tool.

Can I drill from a report that I created using PBI Desktop, that is published to the same workspace as the Paginated report without using Report Builder? If so, can I pass data/filters parameters to the report?

When I research url parameters as described below it mentions Report Builder.
