We are trying to provide a consistent user experience in our Power BI Apps and our users have expressed a need to understand the timeliness of the data.
A dataset refresh date is NOT a sign of timeliness. Power BI will happily refresh stale data sources over and over again.
Find a field in your actual data ("Last Modified Date") and use that as a timeliness indicator.

I completely agree that the refresh date is not a definitive representation of data timeliness, however as mentioned, we are unable to add any content into the report itself due to strict formatting guidelines, so having the dataset refresh date in the header in a consistent manner to the Power BI reports at least lets the user know that the Power BI refresh process is functioning as expected.
