Paginated Report - Image Link Opening Twice

When using a URL Action for an image, the resulting link opens twice.  Initially the link opens in a single tab, but back on the report tab there is a browser warning that pop-ups were blocked for https://app.powerbi.com/.  Allowing popups for this domain will result in image links opening in dupicate tabs for any published report thereafter.  This only happens with published paginated reports in the PBI service, not within the Power BI Report Builder previewer (v15.7.1704.1)

Was this topic ever resolved?  I am having the same issue.   What was your solution, Chris?  Or did Microsoft resolve this one? @csm @v-xiaoyan-msft 

This was never resolved and is still happening in all my paginated reports.  I'm surprised it hasn't been addressed given how easy it is to reproduce and the resulting user experience.

It would be great if you could provide more information
What exactly is the URL Action you are referring to? Applying a filter to a URL? Or a URL Icon?
Does this only happen on a single browser? Have you tried switching to another browser to see if a similar problem occurs?

Hi Caitlyn,

The issue can be reproduced by creating a new blank report in Power BI Report Builder, add an image, right-click and select Image Properties, then under the Action tab, set it to 'Go to URL' and enter a valid url.  When I deploy the paginated report to a premium workspace, the link once clicked will open in two different tabs.  It happens for me in Edge, Chrome & Firefox, once pop-ups are allowed after the first warning.
