Paginated Report Adds Header Space when Exporting from Service

Hi, 

I am using paginated reports to create labels to send out inventory. I've use paginated reports in the past for similar projects and have lots of experience in Power BI, which is why this is confusing me so much.

 

When I export out of the Power BI Report Builder, my header comes out to the .5" it is supposed to be. When I export this same report with the same parameters out of the Power BI Service, the size of my header is about .75". 
- It is the same report and same parameters for both examples. 

- My margins for the report are Left: 0.18, Right: 0, Top: 0, Bottom: 0
- My header is .5". Because I am printing onto stickers, I am using the Header to line up a List to print. So, my header is acting as my start point for the top of my first stickers. 

I did try printing straight from the Power BI service and exporting to PDF then printing. That didn't help.

Help would be very appreciated!

    It was not Power BI adding space to my header, but the actual Print application. When you print a document, under more options, select the "Actual Size", not the "Fit to Printable Area". 

    I wish that this was something we could set in Power BI for Paginated Reports. This seems like an issue that would be more prevalent.
