How are paginated report users authorized? Users can see it in the app, but do not have access to the underlying data. We have to give them access to the workspace for it to work.
Feels like I'm missing something really obvious. Is workspace access required to use paginated reports?
Note: We do have a premium capacity.
I'm exactly having the same problem. If the users can access entire contents of the app except the paginated report. Both pbix and rdl files are in the same premium workspace.
Thank you and yes, nothing has changed. Doesn't feel productive having to manage security/access at two levels.
I tested today and can confirm: Giving Build permission in the App does not give users the ability to run a paginated report (w/a dataset as the datasource). They can only run it when View or higher access is also given in the Workspace.
Is this by design? Am I missing something?

You should make sure the users have the access to the original dataset. Is that the w/a dataset on the power bi service? if yes, please assign read permissions to the users.

Power BI and Paginated reports are all in one App, with Permissions to view both. We do not want to maintain/have to sync two access lists.
This is misleading if two user lists are required.

Users can consume the paginated reports from Power BI App with viewer access with premium. Does the paginated reports build on top of Power BI datasets or direct from data sources?
If it is using Power BI datasets then you need to provide build permission to the dataset for users
