PBIX published but disconnected

Go to Settings in Power BI Service and Choose Manage Connections and gateways.
There you will find the cloud connection used for your dataset.
Go to more actions and choose Manage Users and check if your collegue's Id is added as a User.

Rupa01 is correct. You likely need to grant your collegue user permissions on the cloud connection.

but he is using the same login as me so surely has the same permissions?

Super User
The account your collegue logs into the Power BI service with is the one that needs to be granted user permissions on the connection. Go to the connection and select manage users, verify that they have user permissions.
