PBI capacity info - Help finding!

Pull data from xBackground table to find the on-demand refreshes and who triggered it.In the fabric capacity metrics app in the first page it will show the performance delta table from that table you will be able find the datasets which are large and their performance.
In our tenant everything is monitored by our team and necessary actions will be taken.
These is how we manage -
1.We will be having only one tenant admin account from that we will control all support team admins access and gateway access etc,..
2.For power bi license,workspace creation, on-premises data gateway connection creation people reach out to our team.
3.If any one needs a premium capacity workspace then they should get an approval from any one of the existing capacity owners in their division or they need to get their own capacity.
4.All our base capacities starts from P1 or F64.
5.We have a bunch of power automate flows to trigger the alerts to our capacity owners and users.

"total GB" is a fluffy term. On disk? In Memory? Compressed? Uncompressed?
The Fabric Capacity Metrics App has an "Item Size" attribute. Use with caution. The app also has Storage Metrics. Ditto.
how to prevent from users to run on-demand refreshes in PBI service?There is no setting for that in the tenant admin portal. What is your business case?
We have a P1 capacity and we are facing some performance issues. Due to that, we are creating a governance policy since we are being very permissite with PRO users in the last years. One of the thing we would like to stop is people refreshing the datasets on-demand during the day, beyond the dataset schedule automatic setting.
About "total GB", I mean the total memory the data assets are using from capacity GB limit.
