PBI automation to PDF issues

The issue is that automated PDF export (ExportToFile / “Export to file for Power BI reports” action) has capacity requirements and is explicitly not supported for Premium Per User (PPU). So if your workspace is “PPU” (not backed by Premium/Embedded/Fabric capacity), the Power Automate “Export to PDF” approach can fail (often with confusing errors like NotFound (404) or feature-not-available behavior), even if the report renders fine in the Service.
You can’t use ExportToFile for interactive Power BI reports with only PPU. Instead, consider using Power BI email subscriptions.

As the others have noted, your requirement to create and export filtered user-specific PDFs is not supported by the PPU license. You need Premium / Fabric capacity for the Power BI + Power Automate route.

It connects directly to Power BI with a Pro / PPU license and doesn't need Power Automate or any other software.
