PBI Service Linked Data Model + "Save As" on the Service, then download .pbix is wrong

If you create a report in PBI Desktop with a Power BI Service linked data model, upload the report to the service, then "Save As" to copy on the service, if you download the pbix for the report it downloads the entire data model.   This is a huge problem as it adds either a ton of extra work, or a ton of time and bandwidth to move the new copy to our production workspace.  It also introduces risk to our data models because the copy is created.

What's your question? After you publish the .pbix onto Power BI Service, why do you want to "save as" a copy?

 

When you download the .pbix from the uploaded report, it will definitely include the dataset which is the data model in this scenario. 

 

You just need to directly connect that data model in Power BI Desktop. And you can work everything test in local, and publish a final version .pbix onto Power BI Service. Then you may download it in your production environment as you expect.
