PBI Paginated Report doesn't display image contained in Dataverse table

We are having an issue:

Our PBI Paginated Report doesn't display image contained in Dataverse table.

The image exists in the table in an image type column, but when we execute the report, a small circle just spins instead of displaying the image. 
How do we display the  dataverse image in the PBI Paginated Report ?

As far as I know Power BI paginted reports will need the image to be in base64 to render the image.

I got that impression from reading other notes  - and I was looking for a more complete response. 

I've already tried this: without success:
