Can we create a notification when PBI Gateway offline?

Your demand is a good idea, while it is not supported to get email or notifications when gateway is offline unless we go to the manage gateway page to check the status . You can post your new idea in Idea Forum , to improve the Power BI.
It is a place for customers to provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
In addition, you can create a gateway cluster for the gateway offline situation, see the link: https://docs.microsoft.com/en-us/power-bi/service-gateway-high-availability-clusters. The Power BI service always uses the primary gateway in the cluster, unless it’s not available. In that case, the service switches to the next gateway in the cluster . See more: https://docs.microsoft.com/en-us/power-bi/service-gateway-manage#manage-a-gateway-cluster.
Also, you may tick the checkbox Send refresh failure notification emails to me enabled in your refresh configuration and verify that spam filters don’t block the messages from Microsoft Power BI. See more: https://powerbi.microsoft.com/en-us/blog/sending-refresh-notifications-to-others/.

People ask for auto refresh for years but the actual is no way to do it. Personal gateway will go offline everyday.
