I would like to restrct report access via "Manage Permissions" link to overcome 10 audience list limitation today in PBI without breaking into multiple workspaces.
Can I still have 1 audience to display 20 reports/contents in the big list. Let all users to see all reports in the left navigation. For those reports that a USER A can't see, then display "no access to report" error (something similar) in Power BI App in content pane?
I know that this was the "old way" before introduction to Audience list feature.

MS has updated the limit in Publish an app in Power BI - Power BI | Microsoft Learn
"You can create up to 25 audience groups per app."

Currently the limitation is 10 audiences per app workspace.
Yes you could do it via the Manage permissions but to me that is not a great reporting experience to try and view a report and it returns an error. For the user they then would think that they should be able to view the report because they have got access to the report.
