I've created in powerbi desktop a report and uploaded it to my onedrive business.
Then I connected to this pbix file from powerbi service. Then I go to the report and click share button, chose for users to view it and send the link - this is what every single powerbi tutorial says to do, yet some of my colleagues get a message after proceeding the link that they need powerbi pro license in order to view the content (of course they don't have powerbi pro license, but they can view other reports created in my organization without it) or that they don't have permission to access a dataset connected to this report (but why is this error even exist if I simply want them to view my report and not build content with dataset associated with it). I have no idea what I have to do, so that every single colleague with free access could simply view my report.

Other users won't be able to view the report if they do not have PRO License assigned to them.
Once PRO License is provided, either they they need to be added as Viewer to the common workspace OR they should be directly given Read access to the report.
If you want your colleagues to just view the report somehow, you can use the "Publish to Web" option(Reference Link: Click Here) and share the link. Make sure this link is not shared to anyone else if your report contains sensitive data since this link can be accessed by anyone.

The official document says, " Outside of Premium capacity, a user with a free license can only use the Power BI service to connect to data and create reports and dashboards in My Workspace. They can't share content with others or publish content to other workspaces." it means you can share content with free users if content is on Premium capacity.

Did you give viewing permissions to the users within the workspace where you shared your report? There are two types of free users in Power BI:
The latter is a Power BI business user whereas the former is not.
It may be due to the permissions given to the free users within that given workspace by the Pro license user. The two following links may provide some light onto your question. Hope it helps!
