Organization users can't view report

Hi Anonymous ,
Other users won't be able to view the report if they do not have PRO License assigned to them.
Once PRO License is provided, either they they need to be added as Viewer to the common workspace OR they should be directly given Read access to the report.
If you want your colleagues to just view the report somehow, you can use the "Publish to Web" option(Reference Link: Click Here) and share the link. Make sure this link is not shared to anyone else if your report contains sensitive data since this link can be accessed by anyone.

The official document says, " Outside of Premium capacity, a user with a free license can only use the Power BI service to connect to data and create reports and dashboards in My Workspace. They can't share content with others or publish content to other workspaces." it means you can share content with free users if content is on Premium capacity.
