Organization is on Premium; Can Free Users Build Their Own Reports?

I'd really appriciate an answer for this.

In our organization, we create our apps on a Power BI Premium workspace.

There's been a call for more self-service capabilities in the organization.

Can the free users build reports with the Build permission (based on existing datasets)?

Here's the checkbox in the app that led to this question.

We are in the same situation. Can the free users download the underlying data? Currently we have a pro user account and the other free users are on Pro Trial, so they are able to download the data ( for the first free 60 days) but if I get the Power BI Premium account, would my free users be able to download the data ?

I'm not sure about publishing,

But I've just helped a free user build and save a report based on my published dataset.

Hi. No they can't. Free users in Premium capacity can only consume or View. Pro or Premium Per User (PPU) licenses are required for content creators.
