One Report Published Filter and Separated into Multiple Filtered Reports

I have to assume the answer for this is somewhere but I am not sure where to find it.  

We have 1 report built on desktop that encompasses all data.  We are looking to filter this data and separate it into multiple reports and give access to the different filtered reports.   We would like to share via APP as we need to share outside of our organization and want to share view only.  The hope is to set this up in a way so that if the original report with all data is changed (views, calculations, titles, visuals, etc) when published, it would update all the reports that are filtered off of it.  I checked into RLS but I am not sure if that is the answer as multiple users could need access to different "filtered reports".  I goal being to give different groups access to the correctly filtered file for their group.
