Hi , Anonymous
According to your description, you want to connect to oneNone in power BI.
According to my search, there is no default connector for OneNote in Power BI. I found a connector for OneNote called CData CLoud.
For this you can refer to if it can help you in some place:
OneNote Power BI Connector - CData SoftwareImport OneNote Data into the Power BI Service for Visualizations (cdata.com)
And it contains documents on how to configure the local data gateway, you can refer to it:

Thank you for your time and sharing, and thank you for your support and understanding of PowerBI!
