On Demand Refresh is not working, please check the attached screenshot that shows the "Refresh Button".

According to my knowledge, refresh visual is not on demand refresh, it will not appear in the refresh history on demand refresh. Just using refresh visuals doesn't actually update the data, if you want to perform an on demand refresh, you need to refresh the dataset.

This refreshg button in Power BI report is to refresh the visuals.

However I believe you want to refresh the dataset for the associated report.

Please refresh the dataset from the particular workspace and then take a look at the report for the changes.
