Hi,
I have this problem when old report that was deleted from all the workspaces is still present in Favorites + frequents. User can still open it although neither the report nor its underlying dataset are present in any of the account workspaces. There seems to be no way to permanently delete it except deleting the whole workspace and creating it anew. Looks like a Power BI Service bug .
Very odd for me too. This happened in an account that has double authentication enabled. Do not know if this might be the reason.

This sounds very odd. I mean - if it is deleted, it is deleted.... That said, where does the "Favorite" actually link to? Is there a copy that you are not expecting (like in that person's Personal Workspace)? I have never seen this before - when a report is deleted, it is deleted - and then the data source has to be deleted separately.
