Could you please check the user you want to share with is in your organization or out of your organization?
If the user is not in your organization, please refer to below link to add as a guest user:

And check the setting in adminportal:
If the user is in your organization, please check if you have set any RLS ruls for your dataset.

Hi Daniel,
I tried your suggested way but no luck. Could you please share me another approach.
The problem is only for Office 365 Adoption content reports and dashboards only, other reports sharing is fine for all of us.
