Not let users see template apps

Is there a way to not let Users SEE the Template App area? We have the install of them turned off and they are confusing to our Users.

If it is a Power BI Free user I would not think so.

And if it is Power BI embedded then this is controlled by the app that renders the Power BI content, so that should not be possible.

Currently you can only disable the installation or publishing of template apps. There is no way to disable people viewing them as shown below in the tenant settings in the Admin Portal

Well that's not great. Do non-pro license Users see the Template Apps in Embeded?
