I am using paginated report in developed report however getting below error

Please verify the licensing and capacity configuration for paginated reports. Users with a Free license can access paginated reports only when the workspace is assigned to Fabric or Premium capacity; otherwise, for workspaces not on Premium or Fabric capacity, users need a Power BI Pro or Premium Per User (PPU) license to view content.
Also, please check whether the issue is related to the Chrome browser and try accessing the paginated report using Microsoft Edge or an earlier Chrome version.

Additionally, paginated report sessions do not automatically refresh access tokens, so refreshing the browser or starting a new session may help resolve the issue.

What happens if you try and run this page report on a different network? Do you get the same error just trying to observe as a network connectivity issue?
It is not opening form different network as well

Your error may caused by the following.
1.Check Your Chrome Version
If you are using Chrome 142, this is a known issue. You can work around it by switching to Microsoft Edge, or an earlier version of Chrome. Alternatively, disable the Local Network Access Check flag in Chrome by navigating to chrome://flags/#local-network-access-check in your browser. Microsoft Learn
2.VPN / Firewall / Network Policy
If the error indicates a network connectivity issue, verify your network configuration — including VPN settings, network policies, and firewall rules — to ensure nothing is blocking your browser from connecting to the Power BI service. Microsoft Learn
Since your cluster is in India Central, make sure the following URL is whitelisted in your firewall/proxy:
*.analysis.windows.net
wabi-india-central-a-primary-redirect.analysis.windows.net
Ask your network/IT team to confirm outbound access on port 443 to these endpoints.
3.Capacity Not Assigned (Capacity ID = undefined)
The error shows Capacity ID: undefined, which means the workspace may not be assigned to a Premium or Fabric capacity. Paginated Reports require either:
Go to Workspace Settings → Premium and confirm a capacity is assigned.
