Hello !
Thank you for posting on MS Fabric Community.
I think your tenant has self service signup or purchase for Fabric/Power BI disabled so when you go to apps.powerbi.com Microsoft tries to provision a Fabric Free license for you but your org blocks that flow.
Your 2 roles are not the same as having an actual Power BI/Fabric license assigned to your user account. In practice, you usually need one of these to proceed:
Your IT admin should assign you a license in the Microsoft 365 admin center at least for many access scenarios assigning Fabric Free is enough just to let you enter the service and for collaboration and many sharing scenarios Pro or PPU may be required.
If your company wants users to self start instead you can check the org settings for self-service signup/purchase/trials for Power BI/Fabric.

I think it depends on 2 things : what role you get in the workspace and whether that workspace is in premium/Fabric capacity or not.
So for your example, I think you should be added only to those 5 workspaces as viewer if you only need to read items or contributor only if you need to edit or publish content.
Be aware if a report is in premium capacity but its semantic model is in another workspace that is not premium then you need to upgrade.

Where do we check this option, is the below image correct to check the option or something different
Thanks
Your are in the purchase services in Microsoft 365 admin center and that page shows products you can buy but the self service control is usually managed under :
Microsoft 365 admin center > settings > org settings > services > self-service trials and purchases
there you can see which products allow or block self service sign-up, trials ...
Check these link : Block Self-service Purchases Using Microsoft 365 Admin Center - AdminDroid Blog

Thank you for the reply and time.
1 doubt, please clarify.
If there are 50 workspaces in a tenant, and i need to access 5 workspace, should i go and add my name as viewer or contributor in that workspace, Will i need a PRO license or Free license will work.
