I want to share a Power BI report to the public and the "Embed report" link is not showing on the file menu. See details below:
file menu
settings => admin portal => tenant settings => see details below, its enabled

Publish to web -2
The "Block Public Internet Access is disabled. See details below:Block public internet access

After my testing, the "Embed report" button is not visible when you are a free user and you have RLS applied to your report.

Thanks for getting back with your possible solutions. Unfortunately none of the answers sorts out my query.
I have shared reports in the past to the public using the "Embed report feature" . I do not have the Pro licence and using the Free account.
See an example of a recently published public file and also shared on the PBI forum ie in the Data Stories Gallery Apple Y/E 2022 . This file had the "Embed report" Link . See image below.Embed Report -> Publish to Web (public)

One possible reason for the “Embed report” link not showing on the file menu could be that your organization’s Power BI administrator has disabled the “Publish to web” feature. If this is the case, you will need to contact your Power BI administrator to enable the “Publish to web” feature.
Another possible reason could be that you don’t have the necessary permissions to use the “Publish to web” feature. To use this feature, you need to have a Power BI Pro or Power BI Premium license. If you have a Power BI Pro license, you can publish reports to the web, but only for non-commercial purposes. If you have a Power BI Premium license, you can publish reports to the web for commercial purposes.
