We had a user notice this today and I haven't been able to find any answers either. I have also tested this out in Firefox in addition to Chrome and Edge all the same results. I am hoping someone can help out with this.

For a start we found out if we open PowerBI as an app, we can see all comments. E.g. we are using Teams - and if you add PowerBI as an app in Teams, and find the report, then it is possible to see all comments. It appears only to be a problem in an internet browser.

    Thanks for the update. I just went and looked and it seems to show up in the App for us. Weird little issue.
