Not able to convert power bi dataset to a large dataset

I have tried to follow instructions in https://docs.microsoft.com/en-us/power-bi/service-premium-large-models to convert dataset to large dataset but I get the error.

I have a P2 capacity in westeurope and northeurope where the functionality should be available.

Not certain because I cannot reproduce this issue in my environment.
