Norwegian number format

Hei, I have an issue with number format after publishing out the report from PBI Pro Service.  The format is fine in PBI Desktop, all in Norwegian number format.  Under control panel - regional setting, I have changed the language, number and regional area to Norway, setting in PBI Service is also changed to Norwegian.  However, the result remains the same, i.e. US number format.

I have tried also to change from PBI Service to default which follows the setting of the internet browser's setting (in Norwegian) but the result is still in US format.

Strangely, after I have changed all to German format and after publishing, the format correctly changed to German format with language (page number for navigation) also in German which is not something we would like to have.

I am wondering if PBI does not recognise the Norwegian numbering format? Are there anyone having this same exact issue?
