When I access the capacity metrics app, none of the visuals load and this is the error message I get. I am an admin of the trial workspace and have confirmed the capacity ID in the parameters of the semantic model is the same ID as the trial workspace.

Wenbin,
Yes, this is mostly correct, with a few caveats. First and foremost, this is available for trial capacities. I can't speak to if this is available for capacities below P1 or F64, as @lbendlin had mentioned, however it is available for trial capacities.
Secondly, I had seen this solution on other posts however I used the wrong capacity ID. To clarify for any others experiencing this issue, it is not the ID underlined on the workspace shown below (blurred out for sensitivity).
Instead, it is the capacity ID found in the Admin Portal circled below (again, blurred out due to sensitivity)
As far as I know this app only works with actual capacities, P1 or F64 and up. Not with trial capacities.
