No tables are visible for Premium Capacity Dataflow for Free users with Viewer role

I have set up a Premium Capacity workspace to share data via a dataflow

 

However, when I provide the users with a Free license Viewer rights to the workspace, they cannot see the tables in the dataflow.

When connecting from e.g. Excel. they can see the Workspace and the Dataflow, but the dataflow doesn't contain any tables / data.

 

From what I can tell from the documentation, sharing data to free users via dataflows should be possible

  1. Workspace roles: "[Viewer has the right to] Read data that's stored in workspace dataflows."
  2. Develop solutions with dataflows: "For Premium capacities, your consumers of dataflows in Power BI Desktop don't need explicit licenses to consume and publish to Power BI. But to publish to a workspace or share a resulting semantic model, you'll need at least a Pro license."

Am I missing something here? Is this a bug?

A Free user can't access Workspaces to edit items in it.
