No option to "edit" user roles to enable PowerBI admin access

We are trying to set a particular user as an admin on PowerBI but cannot due to the setting being missing. See screenshot attached, from view of our IT administrator. The guide from Microsoft shows that there should be an "Edit" hyperlink in the red square. Is this setting specific to a certain version? We are running PowerBI Pro without dedicated capacity.

We had to contact our 365 partner to modify settings. Working now.
