No Service Bar on Visual once published

In the power bi service, I have a report where I cannot see the service tools for any visuals (aka the little pin, filter, copy, and the three dots won't show up when I click or hover on ANY visual for this report.) 

I have these options on my other reports in the same workspace, so I know it's not my tennet options. I have published the report with the File > Options and Settings > Options > Report Settings > and turned on allow export from both power bi desktop and power bi serivce. I also double checked in power bi service that the export option is turned on in settings there as well. I can export the data when I am editing the report, however I am hoping people who do not have edit access could export the data if they wish.

Someone else originally built this report however I am now supporting it. Any ideas as to how they could've turned off this feature?
